1986 3.0 mercruiser 140hp wont get past 1200 rpm in water

just bought this boat, wouldn't start at first, changed plugs,points,filters, got boat running but now it won't break about 1200 rpms in the water. it will idle fine and in nuetral can goto full throttle and rpms but in the water sounds bogged down wont plain out. heard it could be the points setting has anyone tried changing out their points to electronic. my friend tells me he had same problem and that fixed it. i also checked compression and that was good. anyone have any ideas.

Low rpm

Probable carb problem - high speed jet plugged or not set correctly
disassemble carb, soak in parts cleaner (GUNK), blow out passages with spray can of WD40 or carb cleaner using the red straw - and reassemble..
