Unhappy Trim Problems

I had water mixed with my hydraulic fluid and have tried to get all of it out of the system. I have replaced with new hyd. fl. but the trim does not want to pump the new fluid through the line , any suggestions?

my boat doesn't have power trim or tilt but my Seloc manual covers some of this, heck, I don't even work on my own boat. My first thought is though, how did the water get in there. Could the water have gotten somewhere it shouldn't have and rusted something? I would think the hyd fluid doens't flow like water. The book also mentiones a vent and fill hole, maybe a vacuum lock or air in the system?
Don't take anything I've said to heart, I'm just thinking out loud but I will read this book some more and try to help until those that know chime in. What type system are we dealing with here? My book covers Merc 40-115hp 3 and 4 cyl 2 stroke models .
