Blisters and barrier coat removal

I have a sailboat that was barrier coated with Interlux-bottom-kote. Unfortunately I can not get an ablative bottom paint to stick to certain areas and I have blisters forming under the barrier coat. I tried scraping the barrier coat off with a paint scraper (suggested by a West systems tech)to no avail. I was wondering if anyone had experience in removing this type of coating--before I get the grinder out.

We should be able to get a coat of paint on that...but the problem will remain that the hull is damaged and requires some attention.
It is a large job that requires expertise and expensive tools and safety equipment.
There is also the environmental factors of the removed materials to be considered, their
collection and disposal.
