1975 Evinrude Lower Unit

I have a 1975 70 HP Evinrude that I replaced the seals in the lower unit because I had lost all the oil. It still leaked. I took those out and put in two more. They leak. I looked at the prop shaft to see if I could see any pit marks. None. I even used a fine sandpaper to smooth it before I put the new seals on. Do you think that a bearing is shot and the shaft is wobbling? I checked for wobble and I couldn't detect any, but am not sure that how much it would take to make it leak.

are you removing the bearing carrier to replace the seals?
you also need to use locktite to seal the outer ring of the seal.
you may have been given the wrong part.
what p/n were you given. Ill ck the book and get back to you.
