no shore power input

I am here in a small Marina in Mexico. I plugged in my shore power cable but received no power. The receptable at the pedestal definitely delivers power and when I test with my DMM, i read 117V between W and G at the end of my shore cable to my boat. There is sitting a device at my boats fuse box which shows a red LED. Another green is NOT lighting up. I could not find out what this means. The device is this one: https://www.legrand.fr/pro/catalogue...rouge-1-module
Is the device expecting two hot phases to the ground?

Welcome to the forums.

Looks like the red and green LED's will both be on if you have both legs of service.

Do you have a three or four wire plug setup ?
Power between W (neutral) and ground means the neutral is missing.

You should not be reading 120 volts between white (neutral) and green (ground). That is an indication that you have an open neutral. Check the shore power receptacle and post back what voltages you get.
