Marine Die Hard Battery during storage goes to 72% even after recharging at 100%

I have a Die Hard Battery for my boat, I leave it in my basement on a wooden shelf during storage, when I randomnly check it, it's showing 72% even after I recharge it fully, it has happened several times after recharging and checking it. I also noticed some liquid is coming out of the top cell caps. Is this normal? The battery is almost 1 year old this April. Is it defective?

If liquid is coming out the top it may be over filled or could have been tipped. Check the electrolyte level of each cell.

I would check the battery with a load tester. That is the best way to tell you if it's bad or not. You can also get a rough idea with a multi meter to check the voltage. I very rarely trust the display on automatic chargers to determine charge level.
