carb problems

Have a 66 Johnson outboard 100HP. I'm only running at half power. It has a type F 4-bbl carb and I can see the fuel going into the #1 and #3 chanbers but none in #2and #4. I squirt carb cleaner into the peepholes of the ones that dont seem to be flowing and it takes off like a rocket! But then it winds down again. Any suggestions? Will I have to take the carb off and clean it really well or does anyone know of any tricks I could try? Otherwise a great running motor...

those old downdraft carbs a very tricky. I ve seen more than one fire result. BE CAREFUL. its probably a float
and yes you will have to disassemble the carbs to fix it.
