Power tilt on outboard motor

Have a 1994 Procraft with 115 Merc. outboard. After raising the motor by power trim the motor will slowly lower itself, fluid must be leaking internally. Also when driving in water power tilt and trim does not want to work. Have changed fluid and refiled, still the same.

If there are no external leaks, then the check valves could be leaking, up, dn, thermal, releif, take it to the dealer.
Hydraulics are tricky and require special tools.
