Question rack and pinion steering adjustment

My question is about my parents boat which has a Teleflex rack and pinion steering system. Ever since they bought the boat 3 years ago it always pulls one way. The boat is a '95. Even in neutral, the motor will not stay centered. So we kind of ruled out anything with the motor or prop, rudder, etc. From what I can figure out the steering system always wants to return to the middle or "center", however this so-called "center" is not the actual center of the motor. My guess is the steering system is not adjusted properly. But, I am not sure how to adjust it. Am I on the right track or is something else at fault? Any help would be greatly appreciated

We need to determine the engine mfg and model.
Does it have power steering?
If it does have P/S it should return to center if installed
properly and you can check that.
If it does not have P/S then it can wander, even in neutral.
It will also pull to one direction according to the rotation of the
propeller.
Get the model and we will continue.
