outboard throttle conversion

78 Bayliner Saratoga with 350 chevy and 15hp Johnson trolling engine. Problem: When the 15hp johnson is retracted or lower into the water, the push-pull cables bind on the throttle. Is there some kind of mechanical linkage to mount between the transom and the kicker so the cables will not bind? Any ideas?
