Go-Cart Briggs 5hp throttle problem

Go-Cart Briggs 5hp throttle problem
My son received a go-cart last summer from a family friend, and ran fine until the end of last summer. Now that summer is on it's way, some repairs were in order.
The engine is a Briggs & Stratton 5 hp, model 130202 type 1715.
Now that the bulk of the minor repairs are done, the throttle linkage has me perplexed. i purchased some new linkage and springs, and it all went on fine until i got to these two springs. I cannot find where to put these two springs.
Another problem is the governor lever, and figuring out how (and if i have to) hook this thing up, and what exactly it does.
You can see detailed photos and explanations at:

Any help is greatly appreciated!

OK, here goes...First of all you didn't provide a picture of the speed control bracket (which would make the explanation easier) so i'm not sure how you have the remote throttle fashioned. It SHOULD go to the speed control bracket. Your "spring 2" appears to be the throttle return spring, which would go under the tank on the speed control bracket. Your "spring 1" appears to be a choke linkage spring (which this type carburetor would not require). In your #1 photo, the spring just above your reference letter "D" is the governor spring. It goes between the governor arm ("lever" as you have noted) and the speed control bracket on the back side of such. In regard to your photo #1: there should be a anti-flutter spring over the link that goes between points "A" and "C", part #690498; there should be a link (part# 261558) between your point "D" and the speed control bracket; the spring shown in photo #1 as well as the link you have on this same bell crank needs to be removed and use the proper RV control down on the speed control bracket. In other words, those three items (bell crank, link and spring) are not needed; Briggs part # 692316 (RV control should be installed (this includes a return spring); have your throttle control cable run to this RV control; install the link needed (noted above), along with its anti-flutter spring (part# 690545), between the speed control and point "D"; install the governor spring in the proper place (as noted above). Walah! you're ready to go. Good luck and let us know.

Whew! You've certainly given me PLENTY to chew on! i'm realizing now that the governor on this particular engine has never been hooked up, and the throttle cable has been going directly to the bell crank (the three armed one, which is directly above and to the right of point "D") i've found the following photo that describes the hookup. Is this the Speed control bracket?
i'm not clear at all what the "Speed Control Bracket" is. Is it on this parts diagram anywhere?
How important is connecting the governor and all it's parts? i'd hate to pour money into this old engine ($25 or so won't hurt), but for $269 i can get a 6.5hp Tecumseh.
THANK YOU for all yer help so far!

Your first link in your last post is exactly the RV set-up of a speed control bracket. Yes, this is the speed control bracket! The five items numbered starting with "59" are all included in the 692316 kit I previously mentioned. This, along with the previous steps/needs in my previous post will get you going.
