Dual carb adjust

What year are you talking about? I believe you are talking about the round slide Mikuni's, and if so, most of them were set so you could put an 1/8" round rod such as a welding rod or 1/8" drill bit down the throat and adjust your idle stop screw so you just had a little tension on each slide, then you started the sled and if the idle speed wasn't to spec, you adjusted both slide stops equal turns, in (clockwise) to increase idle speed and out (counter-clockwise) to lower idle speed.

idle

Yes, the throttle stop screws are what you are looking for, the idle adjust screws are for the mixture at idle to about 1/8 throttle.
