tecumseh 5 hp no rpm under load

I have a manco single seat go cart with a tecumseh 5 hp motor off from a Troy bilt chipper/vac. The motor runs good the problem is the rpms wont come up then you riding it and you have to push it to get it moving. im using a centrifugal clutch , the throttle is hooked up to the butterfly linkage directly. it dont matter if the governor is wide open or closed . I was wondering if it has to do with the motor came off a chipper and it didnt need a governor with that big fly wheel. thank you dan

How many teeth are on the engine and axel sprockets?

you may need a different clutch that engages later or you may need to change the number of teeth on the clutch and drive sprocket, if you have large tires then you need lower ratio on the drive sprockets, you will need to go down in teeth on the clutch and up on the drive sprocket.

rif's right sound like you could have a clutch with a higher stall speed than your engine is producing.
