i have a craftsman 20 inch,4 h p snowblower

the cord came out during a storm
and now i can not rewind the pulley as it just goes around in circles
i am rewinding in a counter clockwise manner
and getting no tension

any ideas?

The cord would obviously be attached to the pulley on the outside and a coil spring would be attached to the pulley on the inside - pretty well hidden.

If the cord is off the pulley and you're not winding to a stopping point on the spring, then the spring is either disconnected or broken. That spring is under the pulley.

Find your engine # & buy a new recoil starter from your local fix-it-shop.
It will have cord installed--may have to use old handle,,,,,,
