I have never seen a Sanyo golf cart but here are some ideas:

Check the brake pedal area for dirt or stones that prevent the pedal from releasing. You may also want to lubricate the pivot & spring and parking brake latch (if the Sanyo cart has them). You want to make sure the pedal can move through it's full range easily.

Next check to make sure there are no broken springs anywhere in the brake system.

If there are brake cables make sure the inner cable can slide freely through the outter casing.

sanyo cart

thank you pilot dane
was able to track down a "cart mechanic" and he was able to diagrose the problem. seems the trouble was with the solenoid that controls the clutch/brake mechanism. kinda like a hand brake/parking brake thing controlled by an electrical solenoid. now the trick is to be able to buy one.
anybody out there who knows where to buy one.
sanyo solenoid for clutch/brake mechanism
thank you again.
