Post Yard cart with 6hp tecumseh

I just got into the offroad scene so don't know much about it. One of my go carts has a 6hp tecumseh motor.

1.The brakes don't work well but the rod is connected at both ends.
2. Its not as fast as my 6hp general machinery motor on my other cart.
3. While its wide open going down the road, it slows down, then speeds up, repeatedly.
Got any advice?

Check the cam on the brakes, there should be a bolt with a large nut, that will adjust the brake setting. It is the adjustment for worn pads, also the rod from the front to rear has a tendency to rub on frame. That particular motor has a tendency to get water in the fuel system. Pop the bowl off carb check for water, look in fuel tank with flashlight and do same. Usually some dry gas will correct it, I have had to dismantle mine and spray it out with carb cleaner or brake cleaner. Seems to happen twice a year as it sets outside alot.
