Front brake not working on Harley

I have a 1995 Harley FLHTC and the front brake handle will eventually go all the way to the handle grip if I keep pressure on it. This has been coming on slowly and has got to the point if I'm on a slight hill it won't hold me from rolling back.

Would this simply be a case of bleeding the brakes? The fluid level is good and there are no leaks. Could it be the master cylinder has a bad seal and air is getting in the top?

Definitely sounds like air in the line. Bleed the front brake as a first step. If that doesn't cure it, then the master cylinder probably needs a rebuild.

may we assume you are using the proper type of brake fluid??
