Assuming that your pull cord attaches to a spring, like most of them do, and you used enough cord, then you probably didn't wind the spring tight enough.

One trick that works with some pull cords, is to use more cord than what is needed (4ft), wind it up so that it has spring tension on it, pull it a few times to make sure it has spring tension on the whole length of cord that you need (usually about 3ft). Pull the cord until it starts to get tight on the spring- then pull it out about 6 more inches- then put the handle on the cord, loop then cord around the metal shaft (similar to this single cats' paw knot), cut off the excess, and then seat the handle over the knot. If you did it correctly, it should retract into the pull starter shroud 6 inches or so, so that the handle stays tight on the shroud.

Burn the ends of the nylon cord with a match so that they don't fray.
