HSK600 Tecumseh 2 cycle

I have a 2 cycle Tecumseh engine on my kid's kitty cat snowmobile and have been having problems getting it started when cold. It floods real easy. I've tried adjusting the float in the carburator to no avail.
I took the motor apart and everything looked good except for one thing I'm not too sure of. The Compression Release Cover (#570708) seems to have a small hole in what looks to be a reed on the backside of the cover. I can't find anything that shows if it has a small hole in it or not. Does anyone know anything about these?
Any help would be appreciated.

Have you put a new spark plug in it or checked the compression? The other thing would be the quality of the spark. On a two stroke, though the spark plug is the first to go.

The hole you're describing shouldn't bring about flooding.
