Welcome to the forums. What is the voltage on the new batteries? If the voltage is too low, the charger may not kick in.

Why were only some of the batteries replaced? Generally if the whole group is about the same age and near the end of their life it's best to replace the whole set. Even with new batteries they are wired in series so the juice from the good batteries has to flow through the old ones. One bad link in that chain can stop it from working.

Also, a lead battery when charged shows more than it's listed voltage. A lead battery should be about 2.15 volts per cell. A 8 volt battery has four cells so 4 x 2.15 volts = 8.6 volts. So, you should be seeing closer to 8.6 volts if the batteries are charged and good. 8 volts is close to a half charge (or half dead) or could indicate bad or nearly bad batteries.
