Smile Troy Bilt Mower

This is the strangest mower I have ever seen. Helping a friend get this going. It is a TB220. Cleaned carb, as it was varnished up as it sat for a couple years. Used starting fluid and it fired right up and runs well. Next day tried to start it, no go. It has no gas shutoff, primer bulb or choke. Another friend said he has to tip his mower sideways to get it started. So it tipped it 30 degrees to the left on carb side for 10 sec. First pull started right up and runs well. Have done this over and over and it is the only way it will start. Anybody ever heard of this? Tried on my Ryobi trimmer to no avail

Gas seems like it's not getting to the carb bowl or through the carb ports. Tipping it drains gas into it. Look for clogged or pinched fuel lines. Does gas flow freely from tank and does flow freely at the point it connects to the carb?

I thought the same thing. This carb has a drain plug on the bowl and gas runs out to the bowl is full of gas so gas must be flowing or it would not run. Just not sure how an engine can start without a choke or primer?
