engine pully

i have a briggs/stratton 11hp engine,and the vert.belt pully
spins by hand,i removed the lower engine cover and could
see that it was not turning inside.the problem is how do i get the pully off from the shaft inside so as to remove the engine cover?.

More than likely, you've either sheared a key or the key has somehow worked loose and fell out. Examine it throughly to see if either one of these things happened. If your key has fallen out, it might be possible to replace it, other than that your best bet may be to pull the engine off.

Not sure wht you mean by the bottom engine cover. Is this a horizontal shaft engine? The pulley is not turning the crankshaft? Or is the crankshaft turning outside the engine, but not inside? Does it have a gear-reduction case on it?
