Hello: drace600

If the engine spins as though the spark plug was not installed, the engine does not have any compression. Very possible a valve is stick opened slightly. This condition will allow the engine to spin freely and there will not be any compression.

You can remove the breather cover, on the side of the engine block, then pull the rope or spin the flywheel and watch the lifters raise and lower. If they do not, the one not moving is stuck.

Most likely I haven't covered all of the potential possibilities. The other resident small engine service and repair professionals may offer additional suggestions, advice & help.
