I am working on a carpet cleaning mach. with a vangaurd engine and it is starting well ,has good compression(75lbs)but heavy soot out of the exhaust and when you put a load on it it backfires and sputteres and will come close to dyeing.I notice a solenoid on the side of the carb that moves a pin out of what apears to be a brass seat down in the bowl when the key is turned on.I also noticed while I had the top of the carb off that fuel has leaked down into the manifold from the bowl. What is this solenoid a safety cutoff? New plugs also. If it was easy I wouldnt have had to ask.

The solenoid is a fuel-shutoff solenoid. It closes the main jet when you turn off the engine to keep it from backfiring.
By your description, it sounds like you have a leaking float needle. Remove the carb bowl and float. Clean out the bowl if needed, replace the float needle, and shake the float. If you hear gas sloshing in the float, replace it too. This should solve the leaking and the soot in the exhaust.
