Poulan Pro won't start
I have a Poulan Pro pr1842stc. My mower just quit on me as I was mowing. It wouldnt restart. I doesnt turnover, I just hear the click of the starter. The battery is good with 13 volts, but when I try to start the motor, the voltage drops to 10 volts. Im thinking that the starter is bad. Please help.!

Hello brr!
I agree with Puey61's approach...check the oil level. If it's out of oil, or close to it, bad news.

The oil was low, so I removed the spark plug and tried to turn the engine by hand. It wont budge. Since it appears that the engine is not good anymore, is it worth fixing, how much is something like this to repair? The mower is only 2 years old.

Before you make any expensive moves, it would be best to absolutely be certain that the engine is in fact seized. In other words, you need to isolate the problem. To do this you need to remove any possible variables. Being an 18 horse, I'd say this will be removing the belts from the engine pulley and removing the starter motor, which, by the way, is a little difficult on an opposed twins but can be done without removing the flywheel. Also be sure to make sure there are no foreign obstructions in the flywheel area (other than the starter motor (which you're removing)). With these removed, this isolates the engine only as a possible trouble spot. As far as the expense of repairing such (should the engine actually be seized), it will be a matter of whether or not you will be doing the work yourself. In other words, who will be providing the labor - you or a trained mechanic.
