I'm not familiar with this brand of tachometer. Is it a digital type, induction type or vibratory type?

Generally, anywhere on the engine but I have found that touching to the metal flywheel blower shroud works best. You may have to remove a plastic cover in order to get to it though - easy!

Touching the flywheel want tell me anything as my friend told me and he also told me that it might not work on an electric start engine that he didn't know i had.

Its not supposed to be touching the flywheel...just touching the flywheel shroud.

It doesn't matter if it's electric start or not, it works on both.
