Hello don0527!

You'll need to disassemble and clean the carburetor. I would reccomend using a dip-type cleaner, available at most auto parts stores. It is in a gallon pail and is made by companies like berryman's, chemdip, and napa stores sell their own version.

If it runs on starter fluid, it is getting spark. Follow Cheese's advise and give the carb a good cleaning, then the gas will replace the starter fluid as a fuel source.
