Craftsman snowblower stuck flywheel

I have a Craftsman 5 hp snow thrower. I hit a bungy cord and replaced the shear bolt and auger belt. The blower ran, then I shut it off for mayne a minute. Now I cannot get it started again. The flywheel is stuck. The electric started doesn't get it going either. The magnet on the flywheel is in the 7 o'clock position. Is the motor siezed or do you think the key is cracked.

It's time to check a little deeper into your dilemma. If it ran before and now it won't start, maybe there is still some of the bungy cord stuck somewhere.
When you say the flywheel is stuck, even the rope won't pull it over? You shouldn't have seized the motor by replacing the belt unless you missed telling us some information.
I think first off, remove the belt cover and see if anything is out of place and if you can give us more info on what you did, it will be helpful.

Also can the main drive belt be removed? If so make sure the starter is not stuck engaged in the flywheel, remove the belt and spark plug and make sure the engine will turn.
