3 hp Craftsman snowblower

I have an old (approx. 15 years) Craftsman snowblower with a 3hp engine (I beleive Tecumseh). I think NOMA made the snowblower for Craftsman. It runs fine once it starts. Starting is the problem. I HAVE to use starting fluid a few times to get it going, then its fine. Its always like this. Once its warm it will start on the first pull. Seems to me its a carb problem, I'm hoping someone here knows what I need to do. Using the primer bulb doesn't help at all in starting, but starting fluid works all the time!

Fresh gas

Make sure the gas is fresh (ie) recently out of pump. For some reason gas seems to go stale if it sits in a can/gas tank for long.
