electric pressure washer will not syphon

I have a 1400psi (so it says) electric pressure washer from Target. It's a BCP(?) brand.
My problem is that it will not syphon anything. I've tried deck wash, degreaser, etc. The thing will just not suck through the syphon hose. I've tried removing the end cap gasket so it's just straight hose, but nothing. I remember borrowing a smaller pressure washer from a friend a few years back and it had the same problem. I used mine for a good 30 minutes with the hose inside a jug of deck wash and it had not sucked anything yet.
I've searched the thing high and low and there's no on/off valve for the syphon and the directions said to just dump the end of the hose in whatever you wanted to clean with.
Any ideas?

low pressure

I believe most elec pressure washers only siphon when using low press., such as scrub brush or wand set to low pressure. If you have an owners manual, read and I'm sure it will elaborate on this.
