Techumseh Snowblower Surging

I have a 139 CC Tecumseh Snowblower that is surging. So far I have taken the Carb apart and cleaned and blew it out. Drained and replaced Gas and replaced the plug. Any idea what I've missed or what I should try next?

carb

on the carb right before the engine there may be a piece of metal that can rotate 45 degrees connected to butterfly valve in the carb there should be a wore going from something by the fly wheel to that piece of metal. that helps regulate the rpms

surge

If you can remove the surge at high speed by applying some choke--guess what? Not enough fuel. That means the carb is blocked somewhere--First open the main jet more----if that fails----try opening the idle jet more (on the side) that might smooth it out. If not--still dirty.
