Briggs 18 hp ohv intek

What should the compression be on this engine? 1 year old. First mow of the year. At start up is smoked quite a bit(fogging oil from over the winter) and it seemed to clear up but still ran kinda rough. after mowing I did a compression check dry after cooldown and it ran 80-90 pounds. Is this average? Plug looked a little dark from the fogging oil but not heavily. Is it ring/piston and hone time already?

On an engine with a compression release camshaft, this is a good compression. Aside from removing each cylinder head and visually inspecting the bores, i'd suggest a leak-down test. This will tell you if you have leakage past the rings. I'm going to say your engine will pass the leak-down test and that you likely have a carburetor issue causing the rough running.
