Craftsman lawn tractor won't start

I have a Craftsman lawn tractor w/ a B&S 16HP engine. Last fall, it became harder and harder to start. Replaced battery last month, cranked right up. Now it won't turn over at all - no clicks, no nothing. When I turn the key, the ammeter needle goes down though. I have taken apart the starter just to mildly clean (didn't replace anything) and put back, but there is no change. Before I spend $$ on a new starter, are there any diagnostic procedures I can try to eliminate other possible causes? Other postings mentioned jumping the starter and also jumping the selenoid. How exactly is this done, and what will the results tell me about what to replace? Many thanks for any help you can offer.

craftsman lawn tractor wont start

With a screwdriver,touch the two "big" lugs comeing out of the selenoid.

Are you sure the battery is good? Sounds like it's dead again.
