3.5 hp loses power

Hello everyone great site....
Ive been reading alot .but eiter im missing something or im just unlucky.
i have a snaper push mower. and all the pro. started when the rope came lose and got caught up in the flywheele. when i got it fixed.
the engine didnt seem to want to wind up (rpm) like it should. so i tried several things. but i just figured as old as the motor was it was just shot.
so i had another 3.5 but the crank was wrong so i changed cranks and i even put new rings on piston. same pro. it starts nice but as soon as i start to cut grass it bogs down like an old chevy slow on time.and the govener goes wide open straight from start and never moves. ive tried everything i can think of. moved cam ,diffrent flywheele,diff. carb,muffler im about to push it over a tall cliff.
any help would be great

Sounds like either the valve clearances need to be adjusted, or the flywheel key is sheared (which may have happened if you didn't get the flywheel nut tight enough).
