Toro 6.5HP Tecumseh Push Mower

I have a relatively new Toro push Mower 6.5 HP Tecumseh less than one yr old. Don't like this mower but here's the problem. I was cutting grass this weekend when I had to stop it and empty rear bag of grass clippings. When I attempted to re-start, the pull recoil starter rope would not move and seems to be locked up in recoil mechanism. I really don't know what to do. It looks like I need some type of nutdriver tool to remove recoil cover(4 points) to get to the recoil. Any idea on size of these bolts,what the problem is, and what are best suggestions to repair? Very concerned and worried!

Should be four 1/4" head screws holding the recoil on. Maybe the rope jumped off the pulley and got jammed between the pulley and the cover? Pull it off and check it out, let us know what you see.
