briggs opposed twin II 17.5hp running poorly

I have a briggs opposed twin II 17.5hp. It is surging slightly and the exhaust is sputtering some. I was able to use it today but the exhaust burned my eyes. The carb doesn't have any air/ fuel adjustment on it. I don't know if the carb needs cleaned out or needs a rebuild kit. Any help would be appreciated.

don't do a rebuild--just clean the carb and inner jets

Thank you for the reply. Is there anywhere I can get instructions on the proper way to clean the carb.

Did the engine smoke (black smoke)? Smell really strong? If so, the carb may be flooding. Remove the float and shake it near your ear. If you hear a sloshing noise in it,t hen replace it. If not, replace the inlet needle (clipped to the float). Check your oil to be sure it's not overfull and smelling like gas. If so, change it.
