Starting Problem...Help

We have a older rototiller with what I think is a B&S motor.
Was working great, would start on 2nd pull regularily with choke. Now, arm gets tired before motor starts. New spark plug was installed, to no avail. Then removed air filter and started in a couple of pulls. Cleaned the air filter and tried again, but won't start. Choke, no choke doesn't seem to matter. What next?

I'm no pro...

I'm really not a pro but do try to clean out the carburator on the machine because the ports could have gotten clogged over time. I had that problem on a fairly new B&S edger and I cleaned out the carb with good carb cleaner and it work perfectly afterwards.

After cranking it over a few times, remove the air filter and look into the top of the carburetor, if it is wet with gas than the carburetor is fine, if it is dry, then it's time to remove the carburetor and clean it. No offence, but are you sure the air filter is completely clean?
