craftsman rear tine tiller transmission

The transmission seized up on my rear tine tiller, I can't get it to shift at all, it's currently stuck in neutral, and the tines refuse to budge. I have taken it apart to the point where I need to actually open the transmission housing, but it will only open a small amount. I removed all the small bolts around the housing already and of course the tines were removed from one side. What could be preventing the transmission from seperating?

probably the rust on the shafts is impeding your progress .

Try cleaning with emery strip
