Sounds like more than one problem,try turning the needle valve screw out a little {ccw},it may be running lean,also take a close look at the throttle linkage,it may be out of adjustment,and if so it may be triggering a kill switch when you try to reduce the throttle,i had a similar problem with a Tecumseh on a J.D. 826,ended up replacing the carb.
