Riding mower blades do not disengage when handle is raised
I bought a used riding mower (brand name not visible) and the blades keep spinning after handle is raised. What is causing this problem?

I have a Lowes rider and while trying to get the deck adjusted to cut a little higher at the first cutting level, I discoverewd that the handle for the height also controls the blade engagement. When the handle for moving the deck down moves, the belt for the blades also engages.

That would probably be a mower manufactured by MTD. There should be 2 brake pads that contact the top of the blade pulleys when the deck is raised to stop the blades. If these are worn out, the blades will continue to turn.
