toro 38175 snow blower stalling after 10 min

Toro 1999 snow blower model #38175 serial number# 89546541
3 H.P Tecumseh engine

I'm having a problem keeping my snow blower running. It starts fine... runs for 10-15 minutes... then all of a sudden it bogs down and stalls. It starts right back up... runs... then does it again. It also doesn't seem to have much power. Most of the time the snow just falls out the top... then it will shoot it out for a few paths. I can't use it in deeper than 4 inches of snow. I tried running a search. I downloaded the repair manual from Toro looking for some help with that. I have never worked on a small engine before or anything with a carb (I'm a young guy) so this is all foreign to me.

I got the snow blower this fall from my father in law who moved to a warmer climate... he's had issues with it for years.

Any help would be wonderful. We just got 8 inches of snow last night.

The running for a short time might be a clogged gas cap vent. try running it loose or without the cap and see if continues to run. low power output could be related to fuel starvation(gas cap again),or crud in carb.
