Question new carb

just recently got a new 5hp tecumseh carb new type emissions.when running the blower the govenor keeps kicking in and out.also it seems that the engine is running to slow at high speed.there is only one adjustment at the throttle.should this be turned for a faster idle or is this how its supposed to run it throws snow but it seems like the idle should be higher when its at high speed.any suggestions

The surge (what I call a governor hunt) is common on Tecumseh fixed jet carbs until the engine is up to operating temperature (usually about 4-5 minutes on winter apps). You will have a top RPM adjustment on the speed control bracket and you will need a tiny flat blade screwdriver to adjust such...turn this in a turn or two. The bracket is where your throttle lever is (or where your throttle cable runs to, if a remote control).
