Two Cycle Governor Problems

Engine runs wide open....the governor arm does not move to close the throtle at all. If I manually move the arm the RPM 's are steady and clear...the arm stays in full open position...is there something inside that could be broken??

Engine in question is a Tecumseh HSK 845 Two Cycle on an MTD Snow Blower.

all the linkage is hooked up correctly? everything is the same as it was? then yeah the governor could, not be working

If the throttle shaft is not varnished (frozen) in place then it likely is an internal problem with the governor.
