Toro Snowblower Carb trouble

i've got a 20 yr old Toro snow pup that i can't get started this season. appears that it isn't getting any gas into the cylinder. i have gas flow to the carb but that's as far as it goes. i can pour a small amount of raw gas directly into the carb and it wants to start right away but quits as soon as the gas is gone. if i take the bottom of the carb off (the part that the primer line goes into) and push up on the needle, gas flows out right away. this blower wasn't used at all last year but i believe was run out of gas before being put into storage. any ideas?

carb is gummed up. Mikuni carb?? If so remove float bowl-remove float clean jets (brass color-look like screws--hole through the middle) Methyl hydrate and a brush will do it. run a small wire through the center hole.
