Honda engine

I've just got in a Thermal Arc Welder with a Honda GX-620 20 Hp engine. The person that it belongs to said, if he put some air pressure on the gas tank, then it would start and run fine but wouldn't start otherwise. I've had to put the battery on charge overnight. What would be the best place to look? I was going to put some starting fluid in the air filter. What is a good test for the fuel pump? The foam filter under the air filter element is pretty dirty.

I think I'd check for free flow of fuel from the tank to the pump first. If you have good flow, then check from the pump to the filter while cranking the engine over to make the pump work. If you have flow there, check from the filter to the carb. This will isolate the fuel blockage to a certain section of the fuel supply system. My guess is either a clogged filter (in tank or inline) or a fuel line collapsing internally.
