John Deere L120 Throttle Problem

I have a John Deere L120 lawn tractor and am having a problem with the throttle control. Basically it is not working at all and I cannot throttle out of an idle position. When I throttle up, notta! I followed the cable to the control arm connected to the engine and all looks fine, nothing broken and I can see the throttle arm moving. I can even up the yellow choke and it gives it more gas so I know the engine is working fine providing more gas.

What do I look for? How do I diagnose and fix?

So the throttle cable itself is still going in and out by moving the lever?

My guess, by your description, is that it is just now being pulled out and started after a winter storage period? If so, the throttle butterfly in the carb is probably just stuck in the closed position. You might just reach down and open it by hand and lubricate the shaft.
