Briggs Pulsa-Jet

I have a Briggs - M-130292, T-0803-04, C-81111006 - with a pulsa-jet carburetor. I carefully rebuilt the carburetor and fuel pump but after shuting the engine off gas runs out the carburetor between the slide choke and the main body of the carburetor. When I removed the air filter gas could be seen under the air filter. I'd guess that about 1 teaspoon of gas leaks out. It's as if the gas is siphoning out of the fuel "cup". It was doing the same thing before I rebuilt the carburetor. Anybody have some ideas about whats going on?

Areas of possible concern: Plugged fuel cap vent, warped carburetor (to tank mounting surface) or warped diaphragm cover (most likely).
