honda lawnmower surging

I have a Honda hr215 lawnmower that is about 12 years old. Was running fine when I brought it out after the winter. I have used it a couple of times so far. I have also run a fresh tank full of fuel through it. And on the 2 tank full it started to surg when it was at idle. It will start ok and run alright but it the engine is surging when idling. I'm wonder if it is a dirty fuel filter and how do I change. The machine was just tuned up last summer. Thanks for any help.

The surging is a carburetor problem...not getting quite enough fuel/air mixture. You'll need to take the carb apart and clean it out.
