LawnBoy Power Problem

Have been encountering problem with LawnBoy push rotary mowet. When it starts up it revs quite well, but when it hits wet or long grass the rev goes right down and stays there even when I remove it from high or wet grass.

Underneath the cover, adjacent to the carb there is a winder with a shaft. Each click of the winder boosts the rev by 100 rpms. Around the winder shaft, there is a spring. One end of the spring is attached to the carb body and the spring then winds around the winder shaft and attaches to it, but the spring keeps slipping out. I re-attached the spring to the winder shaft and evn put a screw in to hold it, but the motorr still loses its rev.

I wish there was a way to send you an illustration of what I am referring to.

Is the spring still coming out, or is the engine slowing even though the spring is in place?
