Yard machine mower problem

Yard machine mower problem
I am new to this forum. My mower is a 4.5 hp Yard Machine (model # 11A-414E729 ). It is only two years old, but already developed serious problems. It is diffucult to start, runs with loud noise, and now stops right after start. I took out the spark plug, it was covered with black powder, but dry. Gas consumption has also shot up significantly compared to when it worked well.
I have since taken it apart. The keys for both the blade and flywheel are still intact. I looked at the carberator, but can't tell whether there is anything wrong. The carb interior looks clean. The only thing I noticed was the black coating in the combustion chamber, including the top of the piston. Engine oil was getting dirty, but by no means out of ordinary.
Please give suggestions on where and what to look, and how to fix. Thanks.

As I mentioned, it is only 2 years old. So initially it was good, new. I can't pinpoint exactly when it started to have problems, but I do remember twice it stopped hitting something solid. Whether the performance deteriorate right away I can't be sure now. After the symptom developed, I tipped the whole thing to look at the bottom, and had oil flow out from everywhere. It took me a while to get it started, by wiping clean the spark plug. Looking back, it is possible that I might not have put the plug back tight enough.
I will clean the combustion compartment, and change the plug with correct torque. But other than that, I can't see anything wrong. Suggestions will be appreciated.

oops I misread your first post. I thought it was a 14.5 hp rider.
But it's a 4.5 push mower, so no fuel filter on it. Sorry.
Air filter is very important, if it's foam/washable, clean it well, if it's paper, replace it.

I will do the filter, spark plug. I will also buy a new carb just to eliminate that possibility. Now can someone tell me the important torque settings on the engine compartment (with the requirement of gaskets, I suppose they need to be pressed quite tight). Thanks.
